
With the presence of Deputy
Minister for Communications, Daniel Medina Velandia; journalists specialized in technology,
business, health and education, representatives from commercially linked companies and executives
of CINTEL –Colombian Telecommunications Research Center-, was launched on September 3rd, before the
Media the XXIII National and XIV International Telecommunication Congress Andicom 2008. The
congress will take place from October 29th to 31st in Cartagena de Indias, Colombia.
In the event, held in Logyca facilities, CINTEL gave a presentation on the novelties of
Andicom 2008: Speakers of international stature, main players in the industry of Information and
Communication Technology (ICT), new generation TV, representatives of the European Commission
presenting opportunities for cooperation resources in the Seventh Framework Program, operators,
global suppliers and, of course, a select group of assistants who will find the best opportunities
for updating and businesses in one scene: Andicom 2008 .
One of the novelties this year is the pavilion of U-City, which will enable those attending
the congress to interact with ICT solutions for digital cities, as well as analyzing the
technological challenges and regulatory issues that allow its implementation. Therefore, in the
Media Launch attendees had a special journey, as a small preview of what will be found at the
Convention Center in Cartagena de Indias, on Logyca’s stages with digital solutions (hospital,
supermarket and home).
Manuel Martinez Niño, Executive Director of CINTEL, explained the importance of the theme of
Andicom 2008: “Technology: creating welfare and building the future”. The term welfare has become
an engine of business projects and partnerships between sectors that before had nothing in common.
In fact, today telecommunications, as part of ICT, are an essential element when it comes to
providing services that improve people's welfare.
Likewise, the use of ICT contributes to improve the competitiveness of enterprises and gives
the support for the citizen to lead more productive lifestyles as digital technologies are
introduced into everyday areas such as health, education, business, personal mail, search for
information and research.
For his part, Deputy Minister for Communications, Daniel Medina, highlighted the effort made
by CINTEL to deal with the issue of ubiquity in Andicom Telecommunications Congress, which will be
discussed for the first time in Latin America, making special reference to the Pavilion U CITY,
where will be shown solutions and applications for digital cities and lifestyles, as well as the
vision of business for operators on the ubiquity issue.

The launch event of
Andicom was also the appropriate opportunity for CINTEL to present InteracTIC, a new information
service which will enable interested parties to obtain details of the development of the
information society, the telecommunications market and the progress and adoption of ICT in Colombia
and the world.
InteracTIC seeks to serve government institutions, members of CINTEL, their clients and
society in general, generating information to help decision-making and defining policies, programs,
plans and projects of incorporation and appropriation of ICT under the framework of the Information
Society and the respective follow up.
